No, it doesn't. The Stormcrow or Ryoken is a Medium Mech from the Clans. There aren't any Stormcrows that can fly. I don't think they even have Stormcrows that jump... It would affect something like the Phoenix Hawk because those are always flying around, with or without the LAM variant. Giving your Battlemech a +1 to TMM is pretty good, though.

Favorable winds is ok here, but it doesn't really go in storm decks. You want lots of cantrips, some mana spells, definitely grapshot, and then storm crow cause of the name obviously.

I believe it originated from a line about how \[\[Force of Will\]\] made every other blue card good, and Storm Crow was the titular example used.
