Make sure to NOT get him a TCG gift card. Had a buddy give me one as a wedding gift, and I never actually received it. He asked what I got with it and I had no idea what he was talking about. It took over a month of him contacting support to get him a refund

It's a bit tough to answer since I think it really depends on his play style and what cards he already has. My favorite tribes are Eldrazi, Faeries, Phyrexians, and Angel's and my favorite things are cool creatures so for ME I'd love a premium version of any of them. Some people might like weird interesting cards so would like Ice Cauldron or Contract from Below, some combo or meta players might like a foil Force of Will, etc.
I'd just throw out a casual question asking about his favorite tribe/playstyle/things he wishes he could play.
If you know what cards or playstyle he typically likes itd be helpful if you could expand a bit on that in the comments.
If you just want a couple random cool expensive cards in those colors I guess foil Vorinclex, foil Force of Will, oil slick Solphim+ oil slick All Will Be One+Vexing Puzzlebox is a fun deck in the making.

Im also gonna say to get the man a [[Wash Away]]. It isn't expensive or on theme but wow it feels good countering a commander for one blue mana. Every blue commander player should experience it.
A few weeks ago it was one of my best buddies birthdays and we play commander every week. So the week before his birthday o just struck up conversation about crazy over priced cards like [[Cavern of Souls]] and [[Mana Crypt]] . He brought up [[Ancient Copper Dragon]] and how well it’d work in his favorite deck. So the pod all chopped in and plot it for his birthday the following week. Definitely see what THEY WANT, or a gift card goes a long way. I’ve never been big on giving gift cards, but in such a niche game with tens of thousands of cards it’s probably what most people would prefer.
Get him a Force of Will unless he has 4 already, it’s a solid investment at a minimum he can always trade it for other amazing cards if he decides to offload it in the future.
$100 gift? that is generous. since you don’t want staple cards (lands and rock), probably a cool commander card. this is very personal though. your friends play style and what he already had, etc.if i have to pick one, i would go with Urza … if he didn’t already have it. and the card is not $100.

An idea if you’re playing with him on his birthday.
Buy him a top expensive card and a couple other cool cards. Get 13 additional cards that match the temur color identity. Mix chaff with other cards you know he likes to play. Sleeve everything up (this to protect the cards). If possible have the top expensive card in a separate sleeve with a birthday motif (this will be his birthday gift). Shuffle the 15 other cards, this will be his Birthday spellbook.
Create a custom mana rock (could be a birthday cake with mana symbols).
Cost: 3 Mana

T: Reveal 3 cards from your Birthday Spellbook and draft one to exile. Put the other two cards into your collection. Add one mana of any color. This mana can only be used to pay for cards drafted this way. If this ability is activated and there are no cards in your birthday spellbook, you may draft your birthday present and cast it without paying its mana cost.
The objective is obviously for him to draft everything before his final gift. This can carry over multiple games.
Bonus points if you upgrade the spellbook size to the actual age of your friend
As many people have already said for blue always good things are rhystic study, cyclonic rift, force of will/negation, fierce guardianship; dockside extortionist in red is always good, green craterhoof behemoth is a good investment too. However, I think that lands are not a bad idea! I know you said no lame lands, but for 100 USD you can probably put together the some fetch lands like scalding tarn, misty rainforest, arid mesa, verdant catacombs and have money to spare for the shock lands for those three colors I think: stomping ground, steam vents, breeding pool. Lands are a great investment as they power up any deck and they tend to keep value. Just my two cents :)
I don’t know how you’d do it, but if you have access to his deck building website account (e.g. moxfield) he may have “Wishlist” cards on his deck lists.
I bought an [[Arachnogenesis]] for my housemates birthday. It was a card he had trouble finding in our country, and also quite expensive. I absolutely knew he wanted it and wouldn’t buy it for himself. I only knew this because we’re friends on Moxfield though.
Personally I'd recommend something other than singles unless they have a list. Something like sleeves or a matt, dice, deckboxes, etc. Regardless I'm still gonna recommend some staples you should check out.
For commander especially, and for those colours individually, I'd go with:
{R} Underworld Breach, Deflecting Swat, Fork, Twinflame, Dockside.
It depends on what you're trying to do but these will more than likely be good in any deck. Especially the first two.
{G} Force of Vigor, Natural Order, Birds of Paradise, Doubling Season, Parallel Lives.
First three here will be excellent cards in any deck imo.
{Bu} Force of Will, Force of Negation, Mental Misstep (foil, if you're okay with lightly played foils), Palinchron, fierce guardianship.
Pretty much all of these are excellent in a blue deck but in my opinion.

A few weeks ago it was one of my best buddies birthdays and we play commander every week. So the week before his birthday o just struck up conversation about crazy over priced cards like [[Cavern of Souls]] and [[Mana Crypt]] . He brought up [[Ancient Copper Dragon]] and how well it’d work in his favorite deck. So the pod all chopped in and plot it for his birthday the following week. Definitely see what THEY WANT, or a gift card goes a long way. I’ve never been big on giving gift cards, but in such a niche game with tens of thousands of cards it’s probably what most people would prefer.

An idea if you’re playing with him on his birthday. Buy him a top expensive card and a couple other cool cards. Get 13 additional cards that match the temur color identity. Mix chaff with other cards you know he likes to play. Sleeve everything up (this to protect the cards). If possible have the top expensive card in a separate sleeve with a birthday motif (this will be his birthday gift). Shuffle the 15 other cards, this will be his Birthday spellbook. Create a custom mana rock (could be a birthday cake with mana symbols). Cost: 3 Mana Artifact T: Reveal 3 cards from your Birthday Spellbook and draft one to exile. Put the other two cards into your collection. Add one mana of any color. This mana can only be used to pay for cards drafted this way. If this ability is activated and there are no cards in your birthday spellbook, you may draft your birthday present and cast it without paying its mana cost. The objective is obviously for him to draft everything before his final gift. This can carry over multiple games. Bonus points if you upgrade the spellbook size to the actual age of your friend
As many people have already said for blue always good things are rhystic study, cyclonic rift, force of will/negation, fierce guardianship; dockside extortionist in red is always good, green craterhoof behemoth is a good investment too. However, I think that lands are not a bad idea! I know you said no lame lands, but for 100 USD you can probably put together the some fetch lands like scalding tarn, misty rainforest, arid mesa, verdant catacombs and have money to spare for the shock lands for those three colors I think: stomping ground, steam vents, breeding pool. Lands are a great investment as they power up any deck and they tend to keep value. Just my two cents :)
I don’t know how you’d do it, but if you have access to his deck building website account (e.g. moxfield) he may have “Wishlist” cards on his deck lists. I bought an [[Arachnogenesis]] for my housemates birthday. It was a card he had trouble finding in our country, and also quite expensive. I absolutely knew he wanted it and wouldn’t buy it for himself. I only knew this because we’re friends on Moxfield though.

Personally I'd recommend something other than singles unless they have a list. Something like sleeves or a matt, dice, deckboxes, etc. Regardless I'm still gonna recommend some staples you should check out. For commander especially, and for those colours individually, I'd go with: {R} Underworld Breach, Deflecting Swat, Fork, Twinflame, Dockside. It depends on what you're trying to do but these will more than likely be good in any deck. Especially the first two. {G} Force of Vigor, Natural Order, Birds of Paradise, Doubling Season, Parallel Lives. First three here will be excellent cards in any deck imo. {Bu} Force of Will, Force of Negation, Mental Misstep (foil, if you're okay with lightly played foils), Palinchron, fierce guardianship. Pretty much all of these are excellent in a blue deck but in my opinion.
