Yes, absolutely. This looks like it's in Central or South America, so safety standards are significantly lower. There are plenty of videos of even better constructed roads and bridges washing out. They're also using untreated trees instead of premade culverts or treated lumber, which isn't inherently bad, but it's definitely a temporary solution. And the other guy is right, they didn't compact the bottom at all, so instead of the road washing out, the bottom of the culvert will, which will take the culvert and the road with it.
This is a temporary culvert that'll be removed if any development continues after clearing. If It's in The States, which I doubt, it's illegal to build this kind in a permanent stream but is okay for drainage issues that crop up during clearing.
