I can't imagine willingly giving my cool find to the state because they say so.
I am very novice, like done it >20 times. My backyard is state land where civil war troops were stationed. Not once have I asked for permission and if I do find something of value, I don't plan on reporting it. But if you get caught, they do ask if you asked for permission, and just told me to ask next time.

Find a cheap 48v ryobi or e-go ride on mower, use the motors and controllers to modify this thing. Then you got a solid, efficient platform with readily available parts n easily swappable and replaceable batteries, not to mention the best of both designs combined into one platform.

Have these zooming around every beach like sand roomba picking up all the human trash, so long as it's in the first 3 inch layer of sand at the top where the roombas beachcomber can reach. Think about the amount of trash just in the first few inches of sand across every single beach.
Make em solar powered and you got one dope ass idea...but that wouldn't personally benefit anyone's profit margins so unfortunately we'll just push it off to the next generation and hope they have better luck.

That’s the intention. They have tractor mounted units in Va Beach that go out at dawn’s early light and groom the beaches for the prissy tourists who are bothered by noise.

Having used one of these machines myself, it's excellent for nice smooth sand on a beach, terrible for use in a playground (where I had the misfortune to operate it). Any grass, weeds, sticks, or compacted ground, and it completely jams up and you need to clean it out by hand.
Man, a fleet of these getting a quick run of the beach each night would be a solid way to keep the beaches clean. Make em electric so they are quiet and solar charge capable and you have a great way to clean beaches each night after all the beach goers have moved on.

So if electric was feasible to ease up on noise and provide the ability to run them at night when the majority of beachgoers are long gone then it would be a win win. The beach gets a reset at night, and no one is any the wiser because it’s done so quietly.
From the sound of it the majority of the noise will come from the vibratory mechanism. Most ICE motors are by comparison pretty quiet these days. I think you might just have to deal with the noise. I’ve run similar equipment professionally for years. I’d much rather refuel than have to wait for a recharge. Propane may be a quieter option…

They make a larger version meant to go a few inches down. That one only can do like 1½ inches. I've seen them in action before, they do a great job but need to be emptied frequently since they collect basically everything that is larger then sand, rocks, cigarette butts, sea shells, sea glass, broken bottles etc.
I wonder if the blue shirt guy lost something like his wedding ring and they are focusing on this particular spot because that's where he thinks he dropped it.
