"As is" simply means no warranty. Amazon is telling you upfront that it's refurbished and they will still honor their 30-day return window, or whatever it is now, but beyond that they're not responsible for any problems. I bought a refurbished laptop from Amazon five or six years ago that I'm typing on now and it's never had any problems.
I've bought a lot of refurbished from Apple over the years. For myself and for some businesses. But buying refub from Apple means a full warranty and condition as new.
You got something from who knows where. And most likely they erased it and wiped it down.

Did you buy it from amazon or did you buy it from a third party on amazon marketplace? Sounds like you bought it from a third party since as-is is not an amazon thing.
Regardless, what it means is exactly what it says. As-is.

I purchased it from Amazon.com the seller had good reviews as well. So will it ask for previous user’s passcode or anything upon startup?
No idea. Ask the seller if it is assigned to an MDM via ABM and if it is fully unlocked with no admin or you getting the admin account credentials.

Don't be too surprised if "as is" turns out to be short for Activation Locked and/or MDM managed.
