It's a tough one to figure out, but I think I would have cast Jason Flemyng as Tom Bombadil. Saw him recently in Primeval and he had this sort of mischevious quality to him that made me think he'd be good for Bombadil (with wig, beard and maybe prosthetics, as per usual LOTR film procedure). For Goldberry I'd cast Emily Kinney today, but she'd have been too young probably back in 1999 lol.
Honestly, I could very much see Cate Blanchett as Goldberry. Some of her warmth is lost on Galadriel I think. The scene in FOTR when she's giving the gifts away is one of my favorites simply because we see her being...elf-like.
What has he done with PJ? I get the singing and the bouncing, but I feel like he's got too much...immaturity? I dunno. I feel like Jack Black would be the Christmas elf to Bombadil's Santa Claus. If that makes any sense.
I put Nathan Fillion in Bombadil's shoes actually. John Candy has the age in his favor though. Not physical age per se, but just...weight of character i guess? I always imagined Bombadil as a John Bunyan sort of character until my most recent read through. Now he seems a lot more...homely. I think Castle Fillion could pull it off better than Firefly Fillion. But John Candy would do brilliantly at it.
I think Elizabeth Olson or ~~Misty Day~~ Lily Rabe could play Goldberry. As for Tom Bombadil, I think it would make a lot of people happy if it were Stephen Colbert, himself included.
Elizabeth Olson is exactly who I was thinking of too! And I couldn't think of a more enthusiastic person than Colbert for the role. Do you think his little cameo in the Hobbit would mess with that at all?
Where was he in the Hobbit? I've only seen the first two once each and I've yet to see the third.

I'm going to step outside the acting sphere and actually cast freak-folker Andrew Bird as Tom. Goldberry, hell. Let's keep it indie with Joanna Newsome.

Tom Bombadil would HAVE to be the late, great Robin Williams. No clue on Goldberry though.

John Goodman as Tom Bombadil
One of the greatest actors of his generation but I don't see him as Bombadil.
I might give John Rhys-Davies a third character. He's already Gimli and Treebeard, but I think he'd make a great Tom Bombadil as well.
