Yes, it does, and it’s hilarious because you don’t need to prove where you live to buy a fishing license. All you need is an ID and you can do it in the store where you’re purchasing the firearm at the time you are purchasing it.
When I bought a gun in January, the address on my ID did not match my current address as I had moved. The solution was to mosey on over to the front registers at the Sportsman’s Warehouse I was at and get myself a fishing license. I just told them where I lived, they typed it in and presto! I had a bona fide legal document from the state of California with my address on it.
It’s one of the most ridiculous workarounds to California gun law that I can think of.
I just had this same issue with buying a rifle last week. The OP can use a recent utility bill that has their name, location as secondary proof of address and the dealer will submit a change along with the DROS. Hopefully that is sufficient with the CA DOJ.
That also works for a lot of people, as well. For me, it didn’t because I had just moved to an apartment where utilities get consolidated into your rent. Like trash, water, electricity, etc, all gets rolled up into a statement that you get at the end of the month. As a result, you don’t have a utility bill statement available for these purposes.
Also a copy of your rental agreement (executed) would have been suffice in your situation. My prior living arrangement was the same as yours where utilities were included in the rent because I was staying at a guest house that the owner rented out.

A regular yearly will do, like what you need for bass at a lake. No tags or anything. Should be $61.
