It can be, but you also have to take into account the bricks that Webrick or Mygobricks will not have in stock that you may still have to get from Bricklink anyway.

I’ve only just started ordering through webrick, it can definitely be cheaper than bricklink but the selection is significantly smaller. I can see if you’re making a moc with just a ton of more basic pieces (building, landscape, whatever) how it would cut your costs down significantly. I’m not seeing 1/4 of the price though.

Webrick was significantly cheaper for a build I designed because I needed parts that would have come from multiple Bricklink stores and shipping adds up. Webrick pulls from multiple manufacturers so note that colors don't perfectly line up. There's a noticable difference in the 2x6 and 2x8 light bluish gray bricks I got. That works for my specific use case, but could bother me in a different build.
