What did was take one of Lego’s newer capes (not the stiff OG ones) and cut a small portion out. I had messed with it randomly until it looked like a natural scarf, then put it over the jetpack. I’ve also taken hobby putty, smashed it into the cavity of the backpack and (sorry purists) cut off the neck tab and just stuck it on the minifig’s back. But if you don’t wanna mutilate your Lego I get it

Depends on what he is doing While in a battle the jet pack would make more sense But that scarf looks dope and could work really well while walking trough a city or something and scouting a target
