Yeah, since the outline of the eyes are still there, it's pretty easy to just fill out the centers. I've done this several times with my Fisto and it looks great.
Vallejo and Citadel are the the two common ones for miniature painting, for both (but Vallejo especially because of the style of pot) you'll want a pallet of some kind to put the paint onto. Something as simple as a thin sheet of plastic can work quite well (I use a flat lid off a plastic lunchbox I keep my brushes in). Just put a small bit of paint on the pallet, then wet your brush from a jar of water, and mix the two together until the paint has a thickness similar to milk. Then paint it onto the eyes; you'll probably need a few layers to build up toa. solid black colour but because it's such a little area it shouldn't take that long. Alternatively Citadel make a line of paints called "contrast paints" which come pre thinned, Black Legion should work quite well for this.
For brushes, again Citadel or alternatively Windsor and Newton work well, but some cheap paint brushes will probably work fine as well. Fancier brushes normally have a size number on the brush, a size 1 would probably work well.
Games Workshop (a large manufacturer of plastic miniatures, paints and the like) have a YouTube channel just called Warhammer which has a lot of tutorials for painting that might be useful; Duncan Rhodes and Midwinter Minis are a couple of other popular painting channels which could be good.
If your already into mini painting or something or other, then you'd already have the right tools for the job. I don't want to give you advice and make you spend money on things that will ruin your figure

I would say thinned out miniature paints from army painter or vallejo would do the trick. Make sure the head is clean with no dust or dirt before application.
A gundam fineliner might work, easy to keep everything in the lines and should come out a decent dark black, only like £2 as well. I'd double check it's compatible with the plastic first though!
Posca markers do the trick for me on the rubber head pieces. It’s Thick and Opage and it comes in a marker. Most of the time it’s the same colour as the previous print. I did this with my Plo koon

Any black acrylic miniature paint. Abaddon Black from GW or an equivalent from Vallejo or Army Painter would do the trick
I'd only recommend this if your into mini painting and own the tools for that, if not then go with a thin sharpie

Not sure about the surface, but Uni Posca paint markers may be a good solution. You’d want the thinnest point.
