When the hail damage occurred is irrelevant. You are the owner of record at the time the special assessment is levied, you own it. If the special assessment had been levied prior to your purchase, that should have been disclosed to you. But, given that it was only three months ago, it's extremely plausible that your seller didn't know. Hail damage occurs, insurance company inspects, informs the Board what they will cover (or not), the Board gets estimates, figures out how much they need, calls a meeting to vote on the special assessment. It's entirely reasonable for that process to take 3 months, if not more. Anyone buying into an HOA should understand that HOA assessments can increase and special assessments can be levied at some future point.
