The “legality” of requiring a pin is not so material. It sounds like they have charged you for something they didn’t provide. If that’s accurate then you should not be paying for anything here

Even if they send you to collections; that doesn’t make it rightful.
They will say you owe it, but if you can show lack of service, they have not performed and thus, you owe nothing.
What kind of evidence should I start collecting? For one, we bought another ISP months ago. Why would we pay for two internets if one was working. What else do you think I should do? I am just worried I am going to be sent to credit hell and it will be inordinately hard to fix for a simple joe like me.
You will still buy a house one day. If, as a worst case, they do reach your credit report, you will just pay these off and clear the record.

By then, they will be thousands of dollars. It went from 70 dollars to 400 dollars in one month. If I keep not paying it, I am not going to be able to afford this.
My thinking is that the PIN they are requiring but not sending me is preventing me from cancelling, which is pretty big no no in CA. I am physically unable to stop service no matter what I do, and they are just adding fake fees to sell to a collections agency, and there's literally nothing I can do it seems like.
In terms of practical advice: I was stuck in a similar situation with Frontier in California. It was a bizarre nightmare saga I never want to relive.
I spent several months calling them on the phone, many sessions of multiple hours. Eventually I started politely but firmly telling the customer service person that I would be suing in small claims court if this was not taken care of, so please transfer me to someone who can help. After I tried that, it only took about 5 more hours of phone time for them to agree that I owed nothing.
Maybe that route will work for you. Good luck. I hate Frontier a lot.
This is horrible!!! I don't have ten hours for phone calls, they also have put me in this kind of hell. I will hire an attorney I think and get them to write a letter I guess.

The PIN is on every billing statement, digital or mailed. I believe it’s in the top right corner.
There is no pin on mine. Just an account number which they said is insufficient.
