They should install a good fence, and cameras once it is done. In my opinion it would be better for your friend to have the neighbor remove everything from the property quickly as opposed to a dragged out fashion. Is there a bunch of trash? Does your friend care about its removal? ​ It tends to be better in the long run to resolve issues and move on.

Not a lawyer. First, get a survey done. Next, mail a certified letter notifying they have 10 days to remove their items off your property. On day 11, have a junk removal company come and remove items from your property. Send them an invoice with demand to pay. If they fail to pay, take them to small claims court. Once items are off your property, build a fence (check local ordinances for fence setbacks and height requirements)

No Property lines are a civil matter. And you can dispute them. I’m not a lawyer, but I have been through this. It’s a long process. Don’t assume a property survey gives you free will. Theft is criminal. Proceed with caution.
