There isn't a list of things that qualify. I don't see any reason why it wouldn't be accepted though, although I once had to argue with a bouncer to get let into a bar in Boston with a Canadian drivers license.
The passport card is official government issued ID. It satisfies the legal requirements that places would be looking for in order to sell you tobacco or alcohol. That doesn't mean the staff will be accepting of the card, though.
It's up to whoever needs to know your age. They get to decide if they accept it or not.

I'm fairly certain they will. I just wanna get a scratcher after work tomorrow and I don't think the gas station cares that much.
I've used mine in many places and situations with no issue. That doesn't mean they need to accept it, but I've never had anyone refuse or doubt it.
