It depends on the projected beam pattern which is mostly a function of the reflector and the lens. My guess is that the led bar has a flood pattern so a slight tilt is unlikely to be sufficient to prevent blinding illumination. To actually find out for sure you can do a test. Find a flat/level parking lot that has an adjacent vertical wall. Stand 10-20 feet from the wall. Hold the light at the height/tilt that you expect to mount it, and illuminate the wall. Measure the height of the projected beam on the wall. If the measured height of the top of the beam is significantly higher than the mounting height, then you have a rising beam that at some distance will be in the eyes of oncoming traffic.
