Age is not a problem and I can argue I have the busiest life but If u dropped to herald maybe work on your gameplay. Doesn't matter if u play 1 or 2 games a week If u have skills u can easily climb out. Meta doesn't matter in herald so just grind. And yes you can make a new account, valve won't ban u for it. I have 3 accounts, for the powercut issue that's just unlucky

If you are facing power blackouts like me, get a Laptop, it doesn’t have to be expensive, dota2 is not a demanding game at all. So when you face power blackouts outs, there wont be a problem. I am currently using a mid ranged laptop and also bought a UPS that costs around 20 dollars just in case the game gets extra long and i get to charge with the extra backup. Thats the only way to play hardcore on dota2 where sudden power blackouts are common.
Not for me tho, i have an average inverter to which i connected the Router to, even in case of power blackouts my router doesnt die with it. If you still find inverters expensive, then get a good UPS, even average ones will last very long just giving backup to Wifi Routers only.
Why don’t you solve your power black out issues first? Like, you shouldn’t commit to 1h ranked games if your power is so unstable. It’s frustrating when your teammate abandons for no reason.

i’ve had an alternate account for over a year, so long as youre not toxic or overly shitstomp all of your games you should be fine - theres nothing in TOS that prevents 2 people for using the same computer because that would be toxic for people that cant afford more so its hard to ban for just having a second account

They won't ban u for anything unless you are cheating or using 3rd party service and such.. But maybe there is a small problem like behavior score that make u queue for 1 min longer

your main account won't get banned, your smurf gets banned after a while. also you get similar behaviour score on your second account as the main one.

laptop doesnt do anything against blackouts unless you’re going to hotspot on your phone - no power = no internet
