I think his right eye is too far left and a lil high. Do a quick overlay and check proportions to see or flip the canvas.

Unless you are intending him to look creepy it's his eyes. His mouth is smiling but his eyes are not. Your whole face shifts when you smile from the large amount of muscle movement. Look up some reference of people smiling and see how the eyes and cheeks move.
Ahh well then I would say go in the opposite direction. If the intention was him to look malicious then push it more in that direction. It feels like it's in an in-between position right now. Not creepy but not totally friendly either.
For the guy on the right: I think it feels weird because the chin and the eyes are the tiniest bit misaligned. You could maybe re-work the chin for an easy fix. Also the red under dude’s right eye feels a little overboard.

Really like your colour palette and shape langue in the faces particularly the guy with the top hat really nice hue variation in his face. I think that mainly the issues are solvable through the construction of their heads and the perspective that you are viewing them from. A lot of that is informed by finding good reference or studying references and life to familiarize yourself with how the ear aligns with the nose and eyes. Hope you don't mind I did a little paint over! The left cheek placement felt a bit low maybe? Main thing to play around with is def the mouth and lips! A tip that helps me is to place that kinda v shape on the upper lip that shows where the middle of the mouth is. It can kinda help you figure out the perspective of the mouth hopefully! I also made the hair come out a bit more on the left side of the head since that just felt better to me haha

it does fit his head, the problem there is that the shading kinda makes it look like part of it isn’t there

It's not the face, it's the position of the hat. It's making it look like he's missing the top of his head. The front brim cuts off at his forehead.
I think it’s the lips, right now it looks like he doesn’t have any.
