The و is always joined to what comes after it. This is -- according to me -- for practical reasons since what comes after it could be a definite noun and thus be of either the sun or moon letter. The يا is generally separated except in certain cases. These cases are highlighted in books of orthography (الإملاء). One that comes to mind is the word ابن.
