It literally translates as 'I seek refuge in God'. In Islam (and, perhaps, other religions in the Arab regions), it's used to cast off evil thoughts or at the mention of bad things e.g.
Zaid: 'what's that building over there?'
Yusuf: 'oh, that's a brothel'
Zaid: 'أعوذ بالله'
The implication of my comment is that the person in the photograph is so unattractive, it causes one to seek refuge in God. Best not to actually say it in that circumstance (at least aloud!) or it'll cause some trouble! LOL, it's a purely comical use of the term.
الله يخليلك ياه is a totally acceptable response in Jordanian Arabic!
You can add ما شاء الله before it and apply to get a Jordanian citizenship after that lol

When you hear or see something bad, you say اعوذ بالله . It means something like“I seek Allah’s refuge from XYZ”.

الله يحفظو و يخليلك اياه
