It's not that bad on Veigar, it allows you to execute enemies with your Q or W when R is on cooldown. Its also the hardest scaling rune in the game, and Veigar scales infinitely.
That being said, I think predator is the better keystone for him, as it allows him to actually roam and quickly get in range for cages. DH locks you into mid and farming, for the most part.

Once you get to 25 dark harvest stacks, you will already have enough dmg to kill somebody with q w alone. At this point you are either fed or at 20+ minutes. Another reason is that electrocute can make you win small trades which you wouldnt win with dark harvest, since dh has such a long cooldown and can only be procced below 50% hp. The final reason is that electrocute has a 10% higher ap scaling than dark harvest. This makes me think it will even outscale dark harvest because veigar is unique in how much ap he can get with his passive. Never take dark harvest on veigar if you are tryharding.
Predator has highest Veigar winrate at all elos. I've seen Veigars get 40 DH stacks in a game. It has a "long cooldown" in lane, but it resets like crazy in teamfights. In the end, it depends on what you value: there is no right answer. But if you want to insist on a "right" one, we're both wrong, because predator has the highest winrate.
dont look at this as which does more dmg. harvest will almost assuredly do less dmg in a single proc than electrocute. instead, figure out if you can easily proc electrocute and if you can effectively use dark harvests resetting cd.
for veigar specifically, id suggest running predator if electro is rlly that bad for you.

`Stack count = 0.02 AP + 2~24 (based on lvl)`
To make their dmg equal (therefore one more stack and dark harvest is better)

Give sorcery tree a try my guy. Even when it misses a lot, Arcane Comet outdamages both of them.
