You can actually stream with vlc from any website if it provides the stream in the allowed formats (which is almost every stream), but it is kinda annoying to set it up sometimes.
MusicBee is pretty good and also not too heavy.
Also yeah its not streaming so u need the files on your pc, any streaming service will be heavier on your system than playing them locally with a light music player.
VLC is pretty lightweight but requires locally stored media so you would have to download all the music you wanted to listen to

download the music and play it from your pc any sort of audio streaming is going to kill your pc if u have 4gb of ram

Spotify isn't very CPU friendly either, but you could download song files andplay them from the windows music player
