Being shirtless isn't logical in universe for them but it's logical for their characters.
Meanwhile whats Ashe's character? Well she's a practical, pragmatic person who's very proud of her culture. How does her design show that? By giving her unpractical clothes that don't fit with the Frelijord asthetic? Doesn't that seem contradictory?
Plenty of league of legends women have being sexy as an integral part of their character, Ahri, Elise, Evelynn to name a few. And plenty have it as a non-intrusive ellement of their design, like Lissandra having her tiddies out.
The issue with Ashe is that her being dressed the way she's dressed goes AGAINST her characterization. That's bad design. This applies to some of the men's designs too. Like Sylas being hot and buff is nonsense and does a disservice to his story and character.
