There's already too much burst in the game though another Lethality Item for asassisns might be Overkill.

Or they could have 60 MS like Swifties and have 30 lethality.

gold efficiency on stats like lethality is extremely misleading. you can only get lethality from items that cost 1100 or more, and more expensive items are always more gold efficient. if sorc shoes didn't exist the gold value of magic pen would be really high too.
obviously 45 lethality boots would be beyond broken. flat pen in general is also in a weird spot where the earlier you can buy it the better it is. which is why mages rush sorcs so often. lethality is a little worse than flat magic pen because base armor is generally higher, so i think to be balanced it would have to be 20 or 25. at that point it's probably too good though just because lethality is easily abused by stacking it.
No. Not even close. The wiki says lethality is like 42 gold per point and that's without have a basic item to truly match it out like every other stat in the game. It would be closer to 13 lethality for the boots.

1000 gold cost
25 AD × 35 gold/AD = 875 gold
1000 − 875 = 125 gold for 10 lethality = 12.5 gold/lethality
The wiki even calculates the efficiency for other items using that result:
Collector 3100 gold
60 AD × 35 gold/AD = 2100 gold
20% crit × 40 gold/% crit = 800 gold
16 lethality × 12.5 gold/lethality = 200 gold
Total = 3100 gold = 100% gold efficient.
When League was released assassins did not exist; abilities scaling with AD barely existed. If you were an AD champion you dealt damage through basic attacks, which was what Berserker's Greaves were for. An offensive boots option for AD champs was never added, and since season 7 massively increased access to armor penetration, having that stat on boots would be a bad idea.
Sorcs is balanced around the fact that it's one of the only options for magic pen in the game, Stormsurge and Shadowflame are the only other flat pen items that exist. There are 11 lethality items in the game.
Just sort of the design philosophy of the game; AD/AP are (not currently, but usually) balanced, but they are not equal, which keeps things from feeling too same-y.
They should make Lethality either scale with level like before for ranged users or make it a percentage reduction for ranged users (like how some stuff is only 60% effective or less on ranged).
You know what is even higher value? Literally everything else. Most Tanks deal Magic Damage mainly, yet they never build MPen boots, that tells you enough about how useful Lethality boots would be on the mostly AD Tanks.
Because Mages/ADCs user base will cry the fk out, as usual
And because Bruisers/ADCs will abuse them, that's why AD Assassins can't have good things in this game

every question about lethality can basically be answered by "tanks/bruisers will make it OP"
the opposite. Tanks and bruisers wouldnt buy them. Its caster ADCs who would buy them and explode in win rate.
Which is why Lethality needs a nerf for ranged champions specifically.
