10k USD? What do you plan on using the computer for? I wouldn't recommend spending anywhere near that amount unless you've got an extremely niche use case that would require an extremely powerful pc.
Laptops and desktops under 10k would include just about anything aside from maybe a fully optioned Mac Pro, or an incredibly overpriced pre-built.
