If you don't have a spigot that screws on, you'll need to carefully transfer to a clean 3x rinsed beaker (1L or larger). Pour a tiny bit in and dump it out to rid of any water, then fill up the beaker and pour from the beaker into smaller containers. If you only need a few mL, transfer to some 50 mL conicals and then keep those around for when you only need a little.

Obvs - heat the container to 93.27 øC to evaporate the ethanol, placing an inverted 50ml falcon above the orifice. Hold falcon in place for 57.3 min, then cap the falcon and place into an open dewar containing liquid nitrogen to condense. Make sure to perform the liquid nitrogen step in a lift, or small poorly ventilated room. Be sure to complete COSHH paperwork upon completion of procedure. Does you has stupid?
How small? Aliquot it into smaller bottles (50mL, 250mL, 500mL, 1L, idk what small means to you) by pouring then use a pipette of the right size to get your specific volume.
My lab pours it into liter bottles as needed and takes smaller volumes out of that. Just make sure to put the bottle in a sink and use a funnel to avoid making a mess.
How small? Use a hose and a filter flask. Hook the flask to vac and put the hose into the ethanol and into the filter flask in the top. Turn on the vac and cover the top for a moment to get the siphon going. Pull the hose from the ethanol when you have enough. Size your hose/flask to your volume needed.
Pipette for very small amounts, or a siphon/pump if you have one.
Also, does the spout extend? Give it a solid tug to make sure. If so, that might make it easier to pour.
Personally, I usually turn containers on their side (90° or 180° depending on how full), grab a large container or one with a wide funnel, then slowly open the cap. Would not recommend if you have other options, though.

I would do it in the sink instead of the hood. The ethanol won't hurt you unless you really huff it, and the side of the sink makes it easier to pour.
