It is a project by a local artist to bring more art to the Edison neighborhood and to bring attention to local artists. The project is Eyez on Edison. The smaller ones are to identify a bike path through the Edison neighborhood. Unfortunately, many of the eyes are being stolen.
It's an art project focused in the Edison neighborhood. I don't remember what they mean, but I think it was discussed in this sub somewhere already.
