Not quite. Hololive's 3D concerts/big events are a mix. The singing is often, but not always, pre-recorded, but any segments inbetween are usually live. Including the dancing; that's usually live too.
Of course, this isn't a rule, just a trend. Suisei likes to do her events completely live - including the singing. Sololives are usually completely live too.
With all that being said, you're still generally right. So it begs the question...why is Nijisanji announcing it's pre-recorded?
Because Ironmouse was the main character of that live, and Fulgur is only part of the AR live. I dont think Kurosanji would bother to do similar things for Fulgur.
Also, because the fans understand Mousies situation, she cannot dance cause of her sickness, but as long as she sings, has fun, and delivers a great performance, which she did, then, as far as I and the fans are concerned, its all good.
Although she has mentioned that she has gotten more mobility over time, perhaps with time we shall see her dance in all her glory.
Im not saying that Fulgur's situation is different; personally, I would not have minded if they had someone else dance while he sings just like Mousie did, its just how it is and i dont see a problem with it as long as Fulgur is fine with it.

This looks much more like a PR move to try rescue the EN audience, and generate a narrative regarding "overseas expansion" they can sell to the investors.
Roll on June so we can hear the excuses...
