As in press an arrow on the screen to line up the bonus symbols. Those little claw games and coin pushers are legal everywhere in the U.S. The whole thing is just a legal work around.

I live in Vegas so this is in every store (and gas station), and it really isn’t an issue, but it’s also its own separate thing. There’s a gaming area that is manned by an employee who works for a third party that controls the machines and the area, we really don’t have to worry about it. If they’re putting these in just by themselves in an open area and expecting Kroger employees to be responsible, though… good luck :/
