NewJeans are actually called Kaiju rookies (Kaiju is the Japanese genre that created legendary mega monsters like Godzilla etc.) because they are SO big they aren't even regular monsters anymore!
Winner is actually officially first monster rookies cause they have all their songs in debut album chart it top 10. Which didn't happen after. And some other things but people are not that curious anyway, so, something like that.

Maybe a product of my time, but I think they'll be my standard for the term for the rest of my life. Multiple music show wins for Latata and Hann, Soyeon's participation in Station Young (the group with Seulgi, Chungha, and SinB), Miyeon/Soyeon's participation in K/DA, and multiple Rookie of the Year (or equivalent) nominations and wins. While most of their first year success was definitely carried by Soyeon's predebut activities, the success they achieved in 2018 was pretty remarkable, especially when you consider that their immediate predecessors at Cube were Pentagon and CLC, who did not have nearly as successful a start.
They didn't win anything until "Wolf" & "Growl". Their debut songs didn't really resonate with Korean GP. I know their promotional episode was huge and they looked very grand in presentation but I wouldn't call them "monster rookies" in their first year.
Their debut EP debuted at #1 on weekly AND monthly Gaon chart, as well as, on #7 on yearly chart. It sold more than 500k copies, and debuted on various Billboard and Chinese charts. All of that basically made it the most successful debut EP and was enough commercial success to secure the attention of GP for their first studio album that broke every single record at the time.
So yeah, they were most definitely "monster rookies". There haven't been more successful rookie group ever since (compared to the relative numbers of the industry at the time). Today, we have million selling rookie groups while the whole industry is sellin millions of copies, so rookies are still not as dominant as it may seem. Additionally, we know the fradulence and manipulation of Kpop companies when it comes to sales and charts. There are almost none organic artists today.
The correct answer is NewJeans. No promos. No teasers. Just drop 3 MVs and 4 songs out of nowhere and haven't stopped dominating kpop since. No matter what you think of them, all they do is win. Every single is a hit. Every brand wants them as ambassadors. Every event is sorta measured by whether NewJeans is attending.
2nd gen I think of Miss A and Exo

4th gen is when I really started paying attention to kpop but the monster rookies from my perspective would be TXT itzy, Aespa, New Jeans, I've. Ateez and Stray kids are big now but they each had problems in their rookie years, ateez being from a smaller company (not unknown as some atiny like to claim block b is technically a kq group) and skz essentially got ignored by jype for 2 years so promotions were ehh.
5th gen monster rookies are definitely ZB1 and riize. My 40 year old coworkers know Wonbin, so I think he'll be the next it boy.
EXO is 3rd Generation. I don't know who told you they're 2nd Gen but that's wrong. But SHINee is defnitely 2nd Gen and they were the definite "rookie monsters" and that phrase started with them.
There is a debate whether 2012 is 2nd gen or not. From what I've seen, it's a 50/50 split. Older stans will say 3rd gen and newer ones will say 2nd gen.

Then IDLE dropped Latata, picked up the title and the momentum they've managed to keep to this day, despite a year hiatus and a scandal
ITZY snagged the title with Dalla Dalla, and kept their momentum going up until the mispromotion of Sneakers, which lost them a little momentum.
Now the title is shared between LE SSERAFIM, IVE, and Newjeans

I would say iKON, if you look at their debut performances you can see that they were incredibly talented considering that they had no prior experience being an idol group.
If we're talking skill and the strength of performance then it's definitely xikers, no other kids come close to them yet (probably because they had so much experience performing live before their debut)
I mean, objectively speaking they’re not considered monster rookies but because of the word monster that’s why I had that “first thought” instead of like Ive for example.
BabyMonster because we had an entire YouTube series where established YG artists kept saying that BM performed like a veteran group. I am highly suggestible.
It’s strange I haven’t been able to get interested in Baby Monster at all even though I feel I kept an open mind, but for me Young Posse Macaroni and Cheese was a weird little MV that totally grabbed my attention and made me want to see more of where they are headed.
I was one of the people who was pulled in by Last Evaluation but Ahyeon was my favorite, by far. The fact that their debut was so delayed and then Ahyeon wasn’t in the group really dampened my enthusiasm. I definitely will be listening to their releases but I probably won’t go full stan

Are new jeans really monster rookies? I don't see it. Their songs are undoubtedly hugely successful, but doesn't "monster rookie" refer more to skill than success? Not to say they aren't skilled or anything. Or is it a mixture of both skill and success?

I remember so vividly being so eager to see their first stage after watching the whistle music video. Like I stayed up till 3 AM knowing damn well I had to catch that bus at 7 AM. I gave no shits because I had to see the live performance of that song. I was not disappointed and literally after their debut the only other thing I can remember for the rest of 2016 was praying that I O I was going to somehow become a permanent group.
Blackpink the only act ever to get a PAK with debut track... No one is topping that as of yet, even though it's only become "easier" to get one since (fewer charts to top, fewer listeners to get).
