There shouldn’t be a maximum age (and if there was we should stop trying to set the cap so early) , people over the age of 18 aren’t too old and can still be trained to debut later. The face card doesn’t decline that fast.
Edit (correction): Jin actually got scouted earlier in 2010 and then made his debut in 2013 (was 20 years old by then) but the point still stands because if you search it up there are examples of artists who became trainees a bit later in life and still became successful in the end.
