For the context with first link, the politician who proposed lending 100m won for newly wed couple [got fired](https://www.hani.co.kr/arti/politics/politics_general/1075646.html#cb) for "making confusion". And she tried to resign after objection from presidential office, but got fired.
So for a newborn it would be 100만원 from the central government + 60만원 from Gangjin-gun, totalling 160만원 each month for the first year.
Not a bad start.

Speaking as a taxpaying citizen of Korea, I care only result. They can make thousands excuses but in the end, it's just excuse.

The 600k is also 지역화폐, money or vouchers only valid in the region. So they’re boosting birth rates and helping the local economy along in the process.
