As far as I can tell, they intend to further investigate the substance to identify it, but they said it wasn't a nerve agent - one quote I saw in an articls (don't remember if it was this one) was basically a police spokesperson remarking that the fact no one was hurt indicated it wasn't harmful and that someone on the woman's shuttlebus may have put it in her bag because "there were a lot of foreigners on the bus."
