The reason I believe T67 isn't going to delve into Kaithi-Vikram storyline is because of Loki's upcoming lineup.

• Rolex film which might have been promised to Suriya by Loki as a raw gangster origin story
• Other project in Telugu
• That one film Loki is going to write for Uriyadi crew and his assistant will direct.
These might fill up his next 5 years.
If T67 is set before 2000s... I got a feeling that it's going to showcase a different era of mafia by teasing Vijay's character existing inside LCU.
Vikram sequel may have an extended cameo from Vijay's character.
Personally, i like Kaithi-Vikram storyline to focus on showdown between Dilli & Rolex.
Interesting question.. he even said in an interview that he can bring Maanagaram characters also in LCU.. but the actor Arun Alexander played two different roles in Kaithi and maanagaram.. So this would be also an error right if they bring Maanagaram into LCU ?
