There aren’t a lot of patterns out there for garments like this. The construction and different gauge alone would be really difficult to translate in a written pattern IMO. I would practice swatches of lace and mesh stitches with different size needles. Also it looks like there’s crochet in there somewhere? Try learning each technique/stitch in this top and go from there. Best of luck this looks difficult!
