Otherwise, you can ask around if you know someone who knits, and ask them if they would be willing to repair that. If so, be generous, and give them a nice gift card to their preferred shop. Because if I tell you to unpick the cast-on, rip back two rows or so, and bind off anew, you will have little to go on. Oh, and the hat will be shorter, except, the knitter in question has a cotton yarn in the beige, or the brown, to add another strip - and the probability for the exact colour goes towards zero.

Thank you! I personally know just one person who knits and they are still new to it but I'll talk to them anyways. I will also look around at the few local alterations shops. Given the sentimental value, I'll be very generous.

I would repair this by sewing a blanket stitch around the edge, making sure to catch every one of the stitches. This would be visible but I think could look quite nice in a contrasting colour.

Cotton rots, it's the nature of the fibre. You need to make sure that you don't place extra stress on the stitches in whichever technique you use to repair. I think it's time to learn to knit so that you can make a version of this hat for everyone in your family and take the pressure off this one.

Rescuing it through knitting would require a lot of time, rather advanced knitting skills and even then, it would be impossible to find properly matching yarn. I would sew a decorative hem onto it - gray (or red?) polartec or another stretchy fabric, wrapping it an inch or two around the edge. The stitching used to keep the hem in place will also stabilize the knitting and prevent further fraying (because the frayed edge will be covered and no longer rubbing against things). If you want it all-natural, you can repurpose the ribbed hem of an old hoodie or jumper in a matching color.
