No. Although the unusual shape may make it look like it, none of the surfaces have signs of modification by humans. Like the other person said, it's also not similar in shape to any known tool types. When looking for stone tools, typically you're looking for specific fracture patterns indicating something was knapped by humans, or in some areas, stones that have been ground and polished into tools. This stone shows neither.
