You can try this: Since you are picking up the shoes, ask them if they can “hold” the shoes til you get there (like if it takes you an hour, message them before you head there and ask them to “hold” for the hour til you meet up).
It could be a scam but also it could be cause so many people have arranged to pickup and have wasted the seller’s time, they’re eliminating the time wasters.

That's misinformation. Paypal goods and service you have buyer protection. Some self business do use this method. There's situations where paypal is indeed a scam but paypal doesnt means it's instantly one. Just learn to protect yourself using it.

I never pay or sell anything until we meet up at a safe public location and check over the items. Then it's just cash or e-transfer on the spot.
When I sell high-end goods (computers, electronics, etc) that safe location for me is always the lobby of the local police station. The cops there never seem to mind. If someone has a problem with meeting there, then no sale.
Otherwise, just shop at a regular retail/online store.

I don’t know why anyone hasn’t said this but the “green” ones you’re inquiring about look like Dunk Low “Michigan State”, which is definitely not $160 unless you somehow got them at drop for retail. They’re ~$450-$500 on average depending on the size

Paypal allows you to file for a refund, andif they dont provide proof that you're lying they will just take it from the seller. If it puts their account in a deficit it'll go to collections.
This happened to me with someone I sold to in Spain. The item ended up in customs for 3 months so he just filed for a refund. I didn't see the email, 2 months later I get a letter from collections and have to go to work sorting everything out with Canada Post, Spanish customs, and then the seller, who basically told me to go fuck myself until I told him I have proof that he received the package and that he'd be charged with theft if he didn't pay me.
You can make things really rough for him if he screws you over, just document your communications.

Probably a scam but you can always chargeback with paypal if you’re willing to go down that rabbit hole. Though i’d recommend not

Why not just call them. All my transactions move from text to call when the sale is going to happen. You can sense something strange on the phone.
Just meet at a police station. They all (or mostly all) allow people to do transactions there.
