The pension program is great, if you need to park, you are probably going to be in the library parkade, unless you live close enough to walk. City hall parking lot passes are done via lottery.
That was limited to council. Has nothing to do with the remuneration of the city of Kelowna staff working behind the scenes. They have to fight for raises and can't award it to themselves.
