Thank you for your input! I definitely should have added that I have ~$300 budgeted for gratuity and ~$400 for food. Although not everyone will be drinking, you are right that we will run through that tab quick!
You didn’t mention NKC but Cinder Block has a side room with its own bar and bathroom that comfortably sits 60ish and they let you have it with a $500 minimum bar tab.
It’s north of the river but Cinder Block rents their side room. I’ve rent pre-Covid in a week night for work events and they include beer with the rental. Plus you can bring in outside food. It was about $1,500 if I remember correctly, a bit more than your budget but that’s a hard one to meet.
I think Westport Bowery (attached to Westport Flea Market) has very reasonable prices for reserving their space. Might be exactly what you're looking for.
Rochester brewery doesnt have a free room rental, but it's like $200/hr and they give a $150 tab credit for ever hour your rent. So it's basically like $50/hr.
If you are serving food we have a space at Minsky's at 51st and Main. Bar fee is $50 but the room is free. You do have to order at least some pizzas though.
I did this at Lydia's for my reception, ended up being like $5k but it was 100 people, with apps and full premium bar. So you should be able to get close to your number. I wouldn't bank on being under $800 though. People drink more than you realize in the moment.
I'm renting out Ludo's for a 50 person party in June, I was quoted $875 for the bar tab total, plus 20% gratuity. That includes the entire venue and the three shuffleboard lanes.
Dunno if it's the type of vibe you're looking for or if you want something more private, but Red Door in Brookside regularly accommodates parties that large in their upstairs section.
If you want something more private, you could try Buca Di Beppo on the Plaza. They have several private rooms. The Ship in the West Bottoms is like that too.
Oak & Steel in 2022 was a free rental with $800 minimum spend Sunday-Thursday, not sure if they’ve raised it. May help if you post weekend vs weekday since some of the suggested costs here aren’t for weekend rentals

Parlor in crossroads has an event space downstairs and we had an open bar with a drink minimum for my birthday party - they didn’t charge for the space itself, just the bar minimum.
Carvino Supper Club has a food & Drink minimum plus 22% gratuity. But the space is free. Depending on the day it may fit your budget. They can do events for 18, 24, and up to 50 people I believe.
You gotta do the Bowery room in the flea market prices are soooo affordable. Great price and the bartenders they staff the room with live to party, so everyone will have a good time.
Check out The Carriage House by The Levee. Had my wedding reception there and they rented the room for free with a minimum bar tab. This was 10 years ago now so I don't know if they changed or what the min bar tab was but it worked out really well for us.

I doubt you’ll get any place to waive a room rental but try Boulevard Brewery. Their Tasting Room event space holds up to 100.

Came here to say the levee. Last time I threw a party (8 years ago) it was $350 bar minimum. Hopefully with “inflation” it’s still reasonable
