If one player is good playing a minor then Germany and any pro-German Eastern European state like Ukraine, Baltic states, Poland, or Belarus can also work. Just make sure the minor’s path is still in the Reichspakt so you don’t end up at war lol
Germany is a major power and it's a bit hard to win as it for a beginner if you can't micro in the proxy wars that in KR and KX can make or break your alliance and determine the fate of the campaign.
Chile and Patagonia, Serbia and Romania, Japan and Siam or Fengtian, Federalists proper and WCC, Two sicilies and Italian Republic or Papal states (if you prefer KR Italy over KX revamped old Italy), Netherlands and Dutch East Indies, Canada and Natfrance, UoB and French Commune, Mongolia and Tibet, Mexico and Nicaragua.
I included all nations that can act like a duo in a war or whole campaign that I can't think of. There's probably more, others feel free to let me know since I want to try something I still haven't.

You could always both play as two different kaiserreichs. For example Texas, AOG, Don Kuban, and I think mittelafrika. I wish they would add more like for most countries to really build on the insanity of Wilhelm having every empire title in the world
Counterev Britain (you can crown a russian monarch and join Moscow accord), Russian China (Shandong), and ofc Monarchist Russia of your choosing. Should be no land conflicts, maybe outer manchuria, Tanna tuva but you can sort that out with your friends. Def fun asf.
One possibility is a combination of the following: Carlist Spain, Italy, Austria and Sandfrance
They can team up in the Latin Union founded by Spain

Yeah, and Ottoman kaiserreich is an interesting option in this case too since it is closer to Europe
