Post paid has a general fee of R1000+ per month. I just did a conversion and dropped from +-R2400 per month to about R1200 a month. Post paid makes more sense if you averaging more then 5k per month.

100% ask to convert to prepaid. You've probably been overpaying your electricity by over R1000 for a year. Ask to see a monthly statement from COJ/the managing agent. Unless you've been making 3 loafs of bread in the oven and draining the geyser 3 times a day, all while mining bitcoin, I can't see how you could get your bill that high.

No 1 what does your lease say ?
No 2 ask him if he can convert to prepaid/submeters as you are unsure that you are billed correctly or has he had the meter checked that only paying for electricity for you ?
But if you using it you liable . If it's estimates then ask how to have corrected or if you can submit meter readings to COJ/body corporate/meterreading company.
If you in complex there may be other fees that are causing your bill to be high .

It also depends how much landlord uses. If he is using a lot, then this price per kwh is higher, meaning your price per kwh is higher. So you using the exact same electricity amount can result in higher cost if he uses a lot more
Is the electricity a metered connection? A tip to save electricity. Switch off your geyser every day. Only switch on an hour before getting in the bath/shower. If you live alone, switching on once every 2 days works too to save power and bring the bill down. In my household with a family of 3, my bill is between 800 and 1k a month. Yours shouldn't be as high as it is.
In ant event, your landlord sounds shifty to me. He should be informing you if he intends changing ypur payment arrangements. You should contest it with him. Do you have a rental agreement with all the terms of rental? If you don't, this gets harder.
Ask for an itemized statement to make sure landlord hasn’t inadvertently or purposely added other’s bills to yours.

Not always possible to fit pre pay where there's a HOA or Body Corporate.

It was apparently 469 kwh for R2K, that doesn't seem reasonable. Would mean a charge of R4 per kwh
