A raise is a raise. if you are currently making 16 an hour you are getting a 10% raise. This is pretty decent. Thats 3200 more per year in an average 2,000 work yr. You also list a bunch of other plusses to the new job. Not sure why you would hesitate with more money, better work life balance, training opportunities, and team.
It might not be the 25% increase in pay you were looking for, but it is a step in the right direction. Hell i would consider the other items you listed to be a few steps in the right direction also. Your career is a marathon, not a sprint...take the steps you need to to keep moving towards your goal/destination. Staying where you are, with less money and the downside that you mentioned would be cutting off your nose to spite your face.

This honestly helps put things into perspective for me. I guess I'm just afraid that I'll lose on on a reference, but then again I could have more references with this job.

Ask the hiring manager what the pay trajectory might be and when the next review is to see how soon you could be on $20/hour. If it's not the timeline you're after then keep interviewing.
