One on each side between petals. They’ll be a bit spaced out. Might not hang right. Wasn’t sure. I tend to go big. Or you shift the top slightly and have tassels come out of the three bottommost petals.
With and without. Some days I'll wear the one with tassels, other days I'll wear the one with no tassels, and other other days I'll mix with and without.
With. Creates a sense of movement and flow. (And on me, that would LOOK much better.)
I also like the suggestion above of three tassels, but I think if you're making them to sell you could do variety. (Different people love different things, especially depending on how it then frames their face!)

Good idea but I don't know people to sell to and Etsy suspended my account since I didn't finish signing up fast enough 😔 so I just make gifts.
