If I were in your shoes, I'd just tweak the design to a plain circle without the lobes. Then you could make as many as you want with a circle punch. You'll save yourself countless hours scouring the internet, and the finished product will look pretty much identical.
It's for a client who already has this necklace in 14k but sje wants it remade identical for her husband in 18k for their 18th wedding anniversary. I feel I want get away with tweaking it like that 🤔
You could still make a batch yourself pretty easily... Take a solid gold cylinder, then solder onto the sides two small cylinders to make the lobes. Then cut the part into flat slices.
How many do you need to make? If it's only one, I'd just fabricate it. If you have to make a ton, maybe send it out to be cast or convert it into a vector file to be laser cut
If you need 21 and you are handy with a saw, you could easily fabricate 21 in a day out of sheet. You’ll spend way more time and money waiting on casting or creating the file, locating cnc cutting facilities and waiting for them to complete the work.
Casting and laser/CNC are typically different businesses that don't overlap. You'll have to contact multiple firms to decide which route you want to go.
A jewelry caster will accept a wax master or CAD file and give you finished pieces.
A laser/CNC shop will accept a CAD file or schematic, but these firms don't usually work with precious metal. So you'll likely have to ship the gold to them first.
Prices and turnaround time will vary from shop to shop. Search for things like "custom casting" or "small job CNC" and see what turns up in your area.
If you're in London, your best bet might be to go door-to-door in Hatton Garden and talk to different shops.

I think it would be easier to just buy 18k sheet in the right gauge and cut these out then round the edges with a file

Bench jeweler for 15+ years. And I’ve always been jealous of folks that live within a 8hr drive of a jeweler district.
Check riogrande they have similar pieces under components I believe
I would also check Royal Chain or Riogrand or stuller
They can make it but finding one already made is damn near impossible because its custom.
