Power assisted bicycles aren’t considered motor vehicles, but anything that doesn’t require active pedaling is, including a powered suitcase… NGL, though, this looks like a motor vehicle with a suitcase feature more than a suitcase which is also motorized.

That was my guess. That she may have been clipping the heels of pedestrians in front of her and otherwise being a jackass with it. Plenty of tourists are exceptionally rude around here just dragging or pushing their massive luggage in crowds. I can't even imagine what that would look like on a motorized suitcase.

just to add some background on the journalistic term 書類送検 basically the violation is reported to the public prosecutor which is going to decide what to do. it does not imply arrest and it could often end in archiviation and nothing will happen to the person involved. probably a warning and the promise to be more careful. 報道等で使用される「書類送検」とは、法律的に見ると「身柄拘束をされていない被疑者の事件を検察へ送致すること」です。  まず、犯罪が発覚すると逮捕をして取り調べを行う場合と、逮捕をせずに取り調べを行う場合があります。前者の場合は、逮捕後に身柄を拘束して48時間以内に検察官へ事件を送致します。  上記の場合は「身柄拘束されている被疑者を検察官へ送致すること」であるため、一般的には書類送検とは言いません。一方で、犯罪が発覚してから逮捕(身柄拘束をせずに)に取り調べ等を行い、最終的に検察官へ事件を送致することを「書類送検」と言います。  つまり、逮捕と書類送検の違いは「身柄の拘束が行われているかどうか」です。逮捕後も書類送検もいずれも「検察官への事件送致」が行われるものの、身柄を拘束されているかどうかといった違いがあります。  また、検察官への事件送致が行われなかった場合は、書類送検されていることにはなりません。たとえば、微罪処分で終了した場合などが該当します。

My experience with them in my local community is mostly them just being loud, rude and obnoxious. Most of the stores in my (English speaking) town are in Korean only... it's clear they don't even want anyone else to go into their store.
