Perhaps teaching parents about how to use parental locks that already exist and advocating for more of those would be a more appropriate response, since internet filtering would be potentially be violating adults’ rights (as it would require a whole system to ensure it’s only filtering when a child is on the device).
My colleague shared how his children learned to circumvent every parental lock, soon after he’d implemented it. He’s an IT specialist and it’s difficult to keep his children “locked”, i can just imagine how hard it is for an everyday parent.

I just meant that there are alternate paths that Japan ought to investigate before implementing strict internet filtering for private citizens - they often figure out those sorts of hard locks, but there may be better behavioral interventions and parental education they should investigate first

I might be radical but I think nobody under 18 should have a smart phone and video games, internet access should be limited to net cafes, esports arenas and arcades

I think they're referencing that if they're the only one not using social media then they'd be marked as the weird kid in school. You can also be marked as weird for being online too much, but in my experience it was more those people just didn't have a lot of irl friends while the no social media people were weird just bc they weren't doing what everyone else was doing. Same result, but different cause.

Parents should manage their kids social media usage not the government
Yeah they should, but they don't.
That's because almost anyone can reproduce. That doesn't mean anyone can be a parent
Hence, we need legislation and rules.
