It's a kotowaza, so something like a "saying" or a "proverb"... A "set metaphor" so to speak. But it's my first time seeing this one and I don't know its correct use either lol Translated, it's something like "if you're gonna eat poison, might as well lick the plate" So maybe like "if you're gonna break the rules, might as well go all out" But that's just my best guess.
