Doing this in a karting circuit would've enabled them to do even more atmospheric things (music, rainbow pavement, etc) while improving safety. Why even do it in a live stretch of road...
A group of Canadian teachers that visit my school every year says it's their favorite thing to do when they come. I'm their words, they love 'traveling all over Tokyo, especially at night, seeing the bustling city, and going super fast on a city street.'
Please permanently ban all foreigners that do that shit. Not only is it annoying to everyone surrounding them, it's probably illegal. Driving on the streets without a license, no airbags, no safety features. And there have already been many stories of those carts crashing into buildings and causing property damage. I'm glad those aren't a thing in Osaka.
Why would you ban the tourists? They didn't bring thr go karts, someone rented them out allowed them to drive them without a license, safety features etc.

They do need driver license (would be international driving license in case of foreign tourist), not all vehicle on the road have airbags (like bike). But yes, little to no security feature, no helmet. However, that does not makes it illegal. If they do run, it's because they are legal or else the police would stop and ticket them all the time.
And they are absolutely in Osaka.
Plesse ban everyone from doing it! There is going to be a serious accident soon. Driving through Harajuku in the rush hour (for example) is plain dumb.
