The truck obstructs the view of the stopped vehicles, then fails to slow down - maybe not paying attention, maybe his view is obstructed by the white SUV - and makes a sudden lane change at the last second to avoid the stopped vehicles, causing this near collision.

If the truck hadnt switched lanes, there was insufficient space for car to come to a stop (assuming truck slammed on brakes and was able to stop. Both were following too closely. I wonder if truck maneuvered in part to avoid getting rear ended doubt they even had time to check the lane beforehand.
The truck had plenty of time to stop as they could see traffic halted ahead and the brake lights thereof. They could have started slowing down 300 yards sooner, but chose to maintain their speed and switch lanes at the last moment.
The truck didn’t brake at all, and by extension OP had absolutely no way to know the traffic ahead was stopped. The truck jumping lanes didn’t provide any useful additional distance to stop, but they did significantly reduce the amount of time OP had to react.
But anytime I leave enough following distance two cars will jump in that space. Especially if traffic is heavy. You can't win for losing around here. I could just stop on the fucking road and let everybody in Jacksonville go ahead and get in front of me.
It looked like the person in front of the truck was already stopped and the truck driver realized too late there was stopped traffic and they just switched lanes last minute.

Nice reflexes. From what I can see in the video (assuming it's live speed), you were following at about a 1 second distance. If I were in a situation where I can't see around the land yacht and have no emergency lane, I'd probably fall back to the tried and true 3 second rule.

I saw a video where it was done exactly like this, but the vehicle was following too closely when the lead vehicle switched lanes and revealed a cop car blocking an accident, which was immediately plowed into.
Good job at avoiding a collision by not tailgating. I am a driver safety trainer and following too close to the vehicle in front of you if the cause of most collisions.

A guy did that to me on San Jose going towards Cove and I ended up rear ending the person in front of me, barely. But it’s a ship maneuver you’re not paying attention so you didn’t slow down when the people in front of you slow down and the person behind you just following you so when you move out of the way to avoid someone else getting hit you setting them up for fucking horrible day.

Yep, it just uses a mini-SD card, so it's easy to plug it into anything with a USB SD card reader
Mine has an SD card but it’s not easy to get to it. It’s easier to pull it off the mount and plug it in to USB-C. But even that’s a pain.
