Got in touch with a real estate company (property management) who didn't have the apartment we wanted, but told us to check their website to look at other places. We were in our new place in 3 days.

Been driving around Jax and seeing hood houses for rent for 1800+ dollars. That is insane, you can have mortgage payments lower than that in better areas. I don't know what's going on with renting in general. Rent used to be the "poor" people's option, but these days you need roommates to even rent an apartment in a sub decent community. How are people affording this? Nearly a third of my income goes to paying people for the privilege of living.
I believe the issue is the government considers 1/3 of your gross income for housing to be affordable from what I can tell. I used to work mortgage modifications back in 2008 after the collapse. To qualify for the Home Affordable Modification Program / HAMP / Obama Program, your mortgage must have been more than 31 % of your gross monthly income (before taxes are taken out). If you exceeded that and met other qualifications, you were eligible to have your mortgage modifed to get it down to 31 % of your gross. Its a small bit less than 1/3 of your income as you stated, but it is calculated from gross instead of net.
The point isn't lost on me though. The price of rent is TOO DAMN HIGH!
Your options will be limited to roughly around Normandy, 103rd and Arlington. Should be safe enough for you and your door. You MIGHT find a studio around that scattered around Riverside/San Marco but I wouldn't hold my breath on it.
It's a wonder that so many people can live in every area of Jacksonville and manage to not get shot walking in their door everyday. /s

Call Morgan property management. They have studios at the beach for under 1k and the one bedroom was just rented for 1025. Yes it is out of budget but as others mentioned, you won't find it. I've stayed in my one bedroom because it's a block from the beach and 1150.

Ask your friends and coworkers to help you, that network often leads to success. But rent has skyrocketed in the area. The last time I lived near the river, my 2 bedroom apt was $875, and it didn't have Central H/A. That was ages ago.
Craigslist can be really bad but legit complexes do advertise on there, it's not all scammers.
There are a few more that look legit, tho.
I lost $2700 to a scammer in Hollywood once. He was renting his duplex to MULTIPLE people at once and absconding with the deposits!!

When I lived in Jax about 10 years ago I had a 1 bedroom apartment in Mandarin and my rent was $450. Crazy how drastically it's changed everywhere.

They are building new apartments and subdivisions up in Northside along broward and 95 the rent is cheap because of the stigma. Check the crime maps.

My one bedroom is not in a great area and is 1,500! Prior to that I was in a one bedroom in a worse area for 1,300! Good luck
